Who's driving the wrong way? The German "conspiracy theory" of exchange rate revisited.



(...e cominciamo l'anno da questo Furbino tedesco. Lo traduco io: che nessuno si azzardi a mettermi in bocca il mio idioma, o sarò costretto a insegnarglielo. E non gli piacerà. Intanto, godetevi lo spettacolo - perché è uno spettacolo!...)

Let us begin with a well-known Italian joke. An old man is driving on motorway A90 (Rome’s outer circle) listening to music on the radio. The music is interrupted by a  traffic alert: “A car is traveling the wrong way on the A90. Take extreme care. The police are intervening”. Our new friend comments: “What? Only a car? There are plenty!”

Now, have a look at this tweet by a German journalist:

My short comment is that when it comes to economics, in the media there are liars, journalists and German journalists (and yes, this is a crescendo).

Let me develop this point for those who need it (hoping they are a decreasing minority).

The whole Eurozone narrative is flawed because it takes a one-sided interpretation of a common economic phenomenon: the adjustment of a relative price. Exchange rates are relative prices: the price of a currency in terms of another currency. Whether their adjustment is a devaluation or a revaluation depends largely on the point of view. I shall not venture here into the fascinating field of equilibrium exchange rates and their estimation. I just want to observe that a currency cannot devalue if no other currency revalues: in other words, every devaluation, seen from abroad, looks like a revaluation, and vice versa. In purely descriptive terms, a devaluation of the lira with respect to the German mark coincides with a revaluation of the German mark with respect to the lira. Any single relative-price adjustment can be described in two opposite (but identical) ways.

Needless to say, what is trivial in purely descriptive terms, does not necessarily apply in economic terms.

Careful analysis of the economic forces driving an adjustment tells us which of the two equivalent movements is driving one or the other of the two currencies closer to or farther from their respective equilibrium values. It may be that the strong currency is close to this value and the weak currency moves away from it. But a priori, an equally likely situation is that the strong currency is far from its equilibrium value and the revaluation moves it closer to equilibrium. In the first case (let us call it case A), devaluation of the weak currency also moves the strong currency out of its equilibrium: it is therefore possible to describe this situation as an attempt to alter competitiveness through currency dumping (by the weaker country). In the second case (let us call it case B), devaluation of the weak currency brings the strong currency closer to its equilibrium: in this case, resisting the adjustment is tantamount to currency dumping (by the stronger country). There can also be other cases.

As it happens, the whole narrative of the European single currency and its alleged rationale revolves around the devaluation of weak currencies, and the need to halt it in order to restore a sound competitive environment. Nobody ever draws attention to its necessary complement, the revaluation of strong currencies. We are immersed in the case A narrative. For the narrative to work, a moral judgment must be attached to devaluations. This judgment is summarized by a single adjective: “competitive”. In the Eurozone tale, you will never hear the noun “devaluation” without the adjective “competitive” attached to it, so much so that for many years I have been writing them as a single word: competitivedevaluation. By stressing that every devaluation is indeed a competitivedevaluation, the Eurozone willing storytellers are insinuating that devaluations reflect the malicious intent of wicked governments to alter competitiveness by artificially driving their currencies (and hence the currencies of their competitors) out of equilibrium. No attention is ever given to the fact that the exchange rate of weak countries is expected to weaken naturally because of market forces (indeed, weak countries are weak by definition...), and that this adjustment is more likely to reflect the sound operation of market forces than a malicious plot against virtuous countries.
In this framework (in Lakoff’s sense), ignoring the word “revaluation” has much rhetorical appeal. If every devaluation is by definition a shameful competitivedevaluation, its opposite, revaluation, must be glorious. As it happens, however, all countries try to resist appreciation of their national currencies. If the Eurozone willing storytellers would ever mention revaluation, they would be forced to explain why nobody wants immortal glory through it.

Against this theoretical backdrop, let us go back to the German journalist’s tweet. His point is extremely clear: France and Italy have altered the market, damaging Germany. In other words, the two major Eurozone partners competitivedevalued their currencies for years (case A), until the euro restored a level-playing field. Several remarks can be raised against this point of view, and we could discuss how to calculate equilibrium exchange rates for hours, but here I prefer to apply the “A90 criterion”.

The data shows that not only “weak” Eurozone currencies (as in the German tweet), but more generally all major world currencies, including the de facto anchor of the world monetary non-system (the USD), the currency of the second largest financial center (the GBP), and currencies of the so-called “virtuous” Eurozone countries (the BEP), have lost ground with respect to the Deutsche mark. The German interpretation of this striking empirical regularity, no doubt, is that everybody else is driving the wrong way up world monetary system. In other words, rather than the relative strength of the German economy, the falling patterns of all the major world currencies against the DEM (and its legacy) would reflect a world conspiracy against the German nation, the coordinated effort of other countries to “competitivedevalue” in order to repress Germany. This attitude does not come as a complete novelty.

I am afraid that paradoxically, German journalists play down the merit of their country when they argue in this manner. By definition, strong countries must have strong currencies (it’s the market, stupid!), and by accusing others of artificially weakening their currencies, the Eurozone willing storytellers are actually denying that Germany is naturally strong. Another interpretation would be that they try to divert readers’ attention from howGermany gained competitive advantage. No matter what their intentions are, German supremacism proved to be a dead end a few decades ago, and it will again lead Germany to a major defeat. If all currencies have lost ground with respect to the German one, it is time to reverse the narrative, and to recognize that Germany has been revaluing for years against the rest of the world. 

Depicting the working of market forces as a plot does not enhance our understanding. However, the Eurozone willing storytellers persist in this blatantly wrong version, the case A narrative of currency dumping by weaker countries. This obtuse one-sidedness is not rational but purely ethnic. So let history do its job, the sooner the better, no matter how cruel it will be. For the third time in a century, the rest of the world will have to cooperate in order to restore a minimum of common sense to the German leadership. A little politeness (or a world war) goes a long way.

Meanwhile, it is time to tell it loud and clear: the data says that the German economy cannot withstand the fair competition of the rest of the world without some form of dumping.

Currency dumping, achieved by designing a system that prevents the German mark from revaluing to its equilibrium value (which is tantamount to engineering a persistent competitivedvaluation), is the most apparent example. But there are many more: technological dumping (think of the VW scandal), ecological dumping (think of Germany ruthlessly polluting therest of Europe with its coal) and regulatory dumping (think of the European surveillance rules, tailor made to conceal the huge quantity of rotten loans in German small banks). This has to come to an end if the global economy is to function. Italians and the French (and Britons and Americans...) can politely admit that they are Untermenschen compared to the German people and especially German journalists. However, to all evidence, Germans are not Übermenschen. When certain forms of dumping were removed, their economy suffered greatly (think what happened after the EMS collapsed). The mix of austerity (meant to achieve wage moderation) and supremacist narrative delivered Germany into Nazi hands less than a century ago. It is in the best interests of all Germans of good will to remember this simple fact and to behave accordingly, before it happens again.

The first move is simple: they should mistrust their journalists, as we mistrust ours. Only truth will set us free, and we cannot expect truth to come from a media system dominated by dysfunctional economic interests.




P.s.: here a more complete picture of nominal exchange rate patterns from 1948 to 1998 (source: IMF). Only the Japanese and Swiss currencies were able to appreciate with respect to the DEM (and now the EUR). The euro was not conceived to avoid Italian devaluation. It was conceived to prevent German revaluation.

  1. lo scrivo qui , scusate mi sono perso un po di pwd per ad esempio twittare , state guardando i sacchetti , ma ho scoperto per caso che da quest'anno il ravvedimento operoso per le tasse comunali ecc passa dal 0.1 giornaliero (3.65% annuo ) a udite udite 0.3 ovvero il 10.95% annuo . che bottarella vero ? pensate a quanti non riescono ad avere il denaro per pagare a tempo solo l'imu dei terreni per esempio o delle case o altro e poi invece di pagare interessi normali devono quasi pagare interessi da usura , non so quanti siano o siamo , ma con l'economia 'galoppante' attuale penso che non dire nulla , non pubblicizzare la cosa sia quasi delinquenziale e poi mi porta a pensare : quante altre cose stanno facendo senza dire nulla ? il pilota automatico di Monti non è che come secondo lavoro faceva l'usuraio ? :-))

    1. Oltre ad essere offtopic non mi pare funzioni neanche così. Quello 0,1% giornaliero è solo sulla sanzione come "agevolazione" se la si vuole pagare entro 14 giorni per non arrivare all'1.5, 1.67, 3.75% secco. Si parla sempre di sanzione. Per gli interessi si passa da 1 euro all'anno ogni 1000 dovuti a 3 euro. Se qualcuno ha info più dettagliate, magari mi corregga

  4. E' un caso che la nota del giornalista tedesco venga 2 giorni dopo l'intervista dell'ex ministro Visco a La Stampa in cui ha accusato la Germania di "tradimento dell'euro", essendosene giovato come se fosse un marco svalutato per crescere a spese nostre?

  5. A mio parere questo articolo è uno dei più belli scritti da Alberto, è cristallino nella sua chiarezza e rispecchia i fondamenti del suo pensiero ed è profetico.
    Debbo anche dire ancora che nonostante ormai da sei anni ci prepariamo all' evento, mi sono venuti i brividi, perchè ho avuto in modo chiarissimo l' imput che sarò colto nella fase finale della mia esistenza da un terribile evento epocale che lascerà macerie come e forse peggio di quanto avvenne durante la ultima guerra; purtroppo la Germania non cambierà mai e mi chiedo anche perchè abbiano questa mentalità che li conduce sempre a spingere il mondo verso la catastrofe.
    Sarò forse eccessivo, riprovevole, ma sono sincero e credo che se il Giappone è cambiato radicalmente ciò fu dovuto alle due bombe atomiche e la Germania ne fu risparmiata per ovii motivi ma aver consentito la loro riunificazione fu un errore fondamentale.

    2. Rammento che anche Andreotti nella seconda metà degli anni ottanta, quando ormai appariva inevitsbile la crisi sistemica della Europa dell'est, era fortemente contrario alla riunificazione tedesca.

Augusto Graziani, nella conferenza del '94 linkata sotto, sostiene addirittura che in realtà le rivalutazioni del marco nello SME (corrispondenti alle svalutazioni della lira) erano solo nominali e corrispondevano in termini reali a svalutazioni(da 11min 28sec in avanti). Purtroppo è solo un audio e i grafici che illustra non si possono vedere.

Chiaro che una mancata rivalutazione in termini nominali produce una svalutazione in termini reali, ma qui stiamo parlando con un giornalista, capisci? Qualcosa che sta a mezza strada fra l'anfiosso e l'oloturia. Come faccio a fargli capire cosa è il cambio reale? Stiamo al suo discorso, e smontiamoglielo. Non dobbiamo mica migliorarlo, anzi! Quanto più lui se ne va, come i suoi colleghi, a mani nude contro i carrarmati della storia, tanto più una discreta quantità di poveri Cristi trovati appesi da qualcuno a qualche corda avrà se non giustizia almeno quello che si può avere. Quindi, cortesemente, se dovete venire qui a spostare i termini del dibattito per fare i primi della classe anche no. Se volete spostare il dibattito su un terreno dialetticamente favorevole anche sì, ma dovete rendervi conto, nel vostro interesse, che quello che avete capito o creduto di capire non sempre è il percorso dialetticamente più efficace per ridurre un avversario all'impotenza delle sue contraddizioni.     The ruling elite of Germany has always been an open admirer of the anglo-american imperialism and for the third time in 100 years they are repeating the same damned policy 'errors', trying to push to the limits their common beloved merchantilist/imperial doctrine.

    This is an excerpt of the infamous speech of the Reichschancellor on the anniversary of the “beer putsch” in Munich, on November 8, 1942:

    "The Englishmen claim that they have never lost wars. They have lost quite a number of wars, and in each they fought to the last ally.

  16. Ogni volta mi pongo la domanda: “possibile che in Germania l’establishment non si stia accorgendo di quello cui sta andando incontro?”. Certo, il pensiero va alla favola della rana e dello scorpione (https://it.wikipedia.org/wiki/Favola_della_rana_e_dello_scorpione). Ma, forse (solo un’ipotesi), stanno solo aspettando il momento giusto, forse le giuste (per loro) condizioni, per salutare tutti e porre fine all’eurozona. Come nelle bolle finanziarie, l’importante è saper scegliere il momento giusto per mollare. I “momenti giusti”, per definizione, sembra che non debbano mai arrivare, ma poi in un minuto succede tutto. Coraggio. A volte mi sembra di essere come i nostri soldati a Corfù (1943), dopo che avevano consegnato le armi ai tedeschi. Disarmati e con le spalle al muro, in attesa di essere fucilati. Loro, però, non sapevano quello che stava per succedere, noi invece sì …

Ma naturalmente qui è pieno di dantisti che scrivono (e pensano) bhè, e mi rompono il cazzo impedendomi di mettere agli atti quello che è nei fatti, cioè che il dibattito in Italia (ovvero questo blog, più in insieme di misura di Lebesgue nulla) è molte leghe avanti al cosiddetto dibattito degli altri paesi culturalmente arretrati (tutti, a meno che non sappiate citarmi il Leonardo lettone o il Monteverdi inglese o il Pico della Mirandola slovacco... e potrei continuare. I tedeschi, almeno, avevano Gauss, ma questo post dimostra che egli visse invano...).

Per quanto riguarda gli scenari futuri aggiungo di mio l'augurio agli amici tedeschi di non ripetere l'errore di attaccare a est per poi rivolgersi a ovest ... non funziona ...

    But I think not to lose the sense of the discourse that is once again, if I am not mistaken, that of the fable of the frog and the scorpion.
    The most annoying thing about us frogs is that we do not know how to do without croaking, which makes us ridiculous, while the inability of the scorpion not to sting makes it a tragic figure, and therefore more dignified.

    1. Questo è un altro tema allucinante. Buttare tonnellate di frutta marcia perché fuori stagione e maturata in frigo. Questa la mia analisi della grande distribuzione. Compreremo meno, compreremo meglio, e loro se ne vadano al diavolo. Fino a febbraio non rimetterò piede in un supermercato.

  23. a me 'sti discorsi fanno ridere..
    come per la Sicilia, invasa e distrutta.
    Solo che all'epoca la cosa era palese ma.. ma la storia ci dice che vennero per salvarci.
    E la retorica è sempre la stessa: "siete mafiosi", "vi danno i fondi europei, non li sfruttate!"

    Come nei ns tempi, la mafia non esisteva prima dell'unità e i lor signori furono piazzati per raccogliere le tasse (le gabelle).
    Sì, i siciliani erano tassati e derubati per mantenere il nord.
    Dieci anni con scuole chiuse e una tradizione completamente cancellata dalla faccia della terra.
    Se uno va adesso lì, trova solo il deserto, a cosa servirebbero questi fantomatici fondi europei degli italiani? A riempire di pietre il deserto o meglio a piazzare foto di palme per abbellirlo, ma per piacere.

    Se uno fosse onesto (sic), la risposta sarebbe solo una: "qua le vs chiavi, ora arrangiatevi!"
    E vedrebbero di che pasta siamo.

    Ciò premesso, ritornando all'Italia e al nostro amichetto tedesco (perché ripeto, se uno è onesto dentro non appoggerebbe mai la mai e ai ladruncoli vari che inondano la Sicilia al grido "ve lo meritate".. VERGOGNA!!), se uno distrugge e cancella una classe politica, svende il paese in quel momento di empasse e narra da 25 anni che siamo dei cani che cosa si deve pretendere poi?

    Sempre all'amichetto tedesco, ricordo che dalle mie parti, quando c'era lavoro (metalmeccanica per lo più) sappiamo benissimo come NEL LAVORO (parlo dei siracusani) li abbiamo sempre sverniciati, essendo delle macchiette (i racconti sulla loro non capacità di risolvere i problemi e stare giorni a guardare i progetti senza avanzare di un cm sono leggenda).

    Ma questo tipo di provocazioni ahimé portano solo rancore (in parte sfocia del tipo "Italia germania 4a3") ma una cosa però è chiara e lucida (specie dalle mie parti): i prepotenti non sono né eroi né soggetti da ammirare

    anche qua al nord le risate abbondano (per dire che tutto il mondo è paese, alla faccia!)..
    "non possiamo uscire dall'euro perché quanto ci costerebbero poi le materie prime?"
    nota: gli fai notare che abbiamo italiani, francesi, tedeschi, belgi e ovviamente ammortamenti, consulenti italiani, stipendi italiani ma nulla.. tutto il conto economico è estero! ahhahaha

    Poi lo stesso si lamenta perché nell'ultimo anno la sterlina inglese ha svalutato e i ns margini sono andati to south*


    *la colpa ovviamente è del brexit ma perché non hai fissato i prezzi oppure non sei andato in banca per coprirti?
    Per non dire che è normale per la GB svalutare visto che nel marzo del 2016 gridavano l'allarme sulla loro bilancia dei pagamenti (meno 7%, cosa da Spagna dei bei tempi e forse da Grecia).

  28. sul ravvedimento.. i tassi sono decrescenti (li cambiano di continuo e quindi basta vedere il sito dell'AdE per conoscerli) nel senso che prima paghi (ci sono ravvedimenti sprint e ovviamente quello lungo.. in mezzo altri casi) o crescenti che dir si voglia.
    Ma essendo sanzioni, sono appunto "secchi".
    Per gli interessi, invece si applica il tasso legale (basta andare a farsi un search) che è bassissimo.
    Ma ovviamente questo è un caso eclatante: i tassi sono miserrimi perché.. perché le persone e le società non hanno soldi per pagare le tasse, figurarsi le sanzioni!
    Possono rottamare tutte le cartelle di questo mondo tanto è inutile (e anche qua mi ricorda la Sicilia..)*



    *più di 10 anni fa nei forum degli imprenditori siciliani ci si lamentava che i tassi di interesse applicati da noi fossero più elevati rispetto a quelli del nord.. eh, come cambia la vita!

  31. La ringrazio Professore per la sua opera, che mia aiuta a comprendere le cose che vivo in questo paese (Grecia) ridotto peggio di una colonia.
    Per chi avesse,ancora, il seppur minimo dubbio su quali siano le conseguenze sulla vita reale delle persone, causate dalla struttura dell'euro, dall'europa e dalla ottusita' teutonica del loro modo di vedere le cose lo ospito volentieri.
    Da Italiano in una paese occupato de facto da otto anni e passa, la mia speranza e' che l'attivita' del Professore, dell'associazione A/ riesca ad evitare l'occupazione anche della mia Patria.

  32. Chiaro e diretto come un pugno sullo stomaco! Grazie. Per quello che conosco gli amici tedeschi coi quali di tanto in tanto ho rapporti di lavoro, "the first move" la sento altamente improbabile sia per questioni culturali (vedi supremacism) che "tecniche": è tanto comodo dormire sulle proprie abitudini!! (almeno fino a quando qualcuno ti da la sveglia...). Purtroppo alla luce dei fatti oggettivi riportati nell'articolo non è facile essere positivi. Un saluto al blog.

  33. Prof, penso che Herr Zschapitz insieme a Tobias Piller und Udo Gumpel
    potrebbero benissimo scrivere per il
    NUR 24 STUNDEN,tale è la competenza economica che li contraddistingue,ma si sa tale prerogativa non è necessaria se desideri scrivere su un giornale che si occupa di economia.
    Vieni assunto nel giornale, in Italia, se ne parli MALE,in Germagna se parli MALE dell' Italia.
    Da quando la seguo,oltre ad aver stimolato le sinapsi in italiano,ho riscoperto anche quelle in inglese,quindi se ogni tanto scrivesse in inglese personalmente mi farebbe piacere.GRAZIE PER QUELLO CHE FA.
